The Wyoming County Economic Development Authority (EDA) is proud to celebrate the completion of a year of service by AmeriCorps VISTA member Luke Miller, whose dedication, innovation, and commitment to community have left a lasting impact on Wyoming County.
Luke served with the EDA through the Stewards of Energy Communities AmeriCorps VISTA program, working to advance economic development, workforce readiness, and long-term capacity-building efforts across Wyoming County’s nine federally designated energy communities. His service was part of the inaugural cohort of the Energy Communities AmeriCorps Program, an innovative national initiative led by Conservation Legacy and designed to support communities navigating economic and environmental transitions.
During his year with the EDA, Luke focused on projects designed to strengthen local businesses and improve access to critical economic development resources.
One of Luke’s most impactful accomplishments was his work on the Wyoming County Business Hub, an online business directory created to showcase local enterprises, improve visibility, and encourage residents and visitors to shop local. The directory—available at wyomingcountybusinesshub.com—serves as a long-term tool to support entrepreneurship and small business growth throughout the county.
Luke also played a key role in developing the EDA’s interactive loan mapping tool, making it easier for businesses and entrepreneurs to explore financing opportunities and connect with available resources. This project helps remove barriers to access, streamlines communication, and supports the EDA’s mission of fostering sustainable economic growth.
Together, these initiatives reflect Luke’s commitment to creating systems and tools that will continue serving Wyoming County long after his VISTA term ends.
Luke’s path to Wyoming County is as meaningful as the work he completed here. Originally from Nairobi, Kenya, Luke moved to the United States at the age of eight and grew up in Oviedo, Florida. He holds an Associate of Arts degree from Seminole State College of Florida and a bachelor’s degree in Geology and Anthropology from the University of Florida. This fall, he is set to graduate with a Master of Public Administration and a certificate in Public Policy Analysis from the University of Central Florida.
His professional background includes internships with the Environmental Protection Agency and the Government Accountability Office, where he worked on coal plant regulations and federal policy initiatives—experience that aligns closely with the challenges and opportunities facing energy communities like Wyoming County.
Luke chose to serve with the Energy Communities AmeriCorps VISTA program because of its unique, collaborative approach.
“The Energy Community AmeriCorps Program is unique because it’s a one-of-a-kind initiative funded by both public agencies and the private sector,” Luke shared. “Its focus on building capacity in energy communities through economic development, workforce development, and environmental outreach is essential for ensuring a just and prosperous future.”
Throughout his service, Luke emphasized sustainability and long-term impact.
“I want my efforts to result in a multi-year program or strategy that can be carried forward by future VISTAs, volunteers, or community members,” he said.
That vision is evident in the systems he helped build—resources designed not just for today, but for the future of Wyoming County.
Outside of work, Luke brought creativity and curiosity to the community, with interests that include art, media, biking, cooking, and baking. His time in Wyoming County allowed him to contribute meaningfully to the region while gaining hands-on experience aligned with his long-term goal of working for an environmentally focused public agency.
The Wyoming County EDA is deeply grateful for Luke Miller’s year of service, dedication, and thoughtful contributions. His work has strengthened our capacity, expanded access to resources, and supported local businesses in meaningful ways.
